windows 8.1 pro galaxy s4 usb topic

Hi guys i wanna flash my phone but i can't connect the phone to my pc.. when i plug the usb in the phone i just hear the connecting sound and disconnecting and it it repeats but the phone is charging on the usb... i tried to install new drivers but no luck i use 4.4.2 goldefinger rom..please help
