[Q] HTC One M7 problems with charging topic

I have a HTC One M7 AT&T and the weirdest thing is going on the phone will not charge while the phone is on but it charges with no problem when the phone is off

already did reset the phone and upgraded it to a new OS version via Fastboot RUU but still the same problem I'm not using a HTC charger but I am using a 1 and 2 Amp power adapter with a Sony USB data cable

does any one how to go about it thank you guys
